National Performance Measures Dashboard
The Title V performance measure framework is based on a three-tiered performance measure system: National Outcome Measures (NOMs),
National Performance Measures (NPMs), and Evidence-based or –informed Strategy Measures (ESMs).
NOMs are the ultimate goals that MCHB and States are attempting to achieve.
NPMs are measures, generally associated with processes or programs,
shown to affect NOMs. ESMs are evidence-based or informed measures that each State Title V program develops to affect the NPMs.
States select at least five NPMs, including 2 Universal NPMs that each state must report, with at least one from each of the five population domains.
Associations between NPMs and NOM are supported by evidence, which is a key concept of this framework. You can view these associations via the following link to the
