Linkage of Population Domains, NPMs, and NOMs

The Title V performance measure framework is based on a three-tiered performance measure system: National Outcome Measures (NOMs), National Performance Measures (NPMs), and Evidence-based or –informed Strategy Measures (ESMs). Associations between NPMs and NOM are supported by evidence, which is a key concept of this framework. This tree graph shows the population domains, the NPMs that are associated with each domain and their linked NOMs.
