State Performance Measures
States may choose to develop as many State Performance Measures (SPMs) as needed to address the priorities that were identified based on the findings of a comprehensive Five-year Needs Assessment. These measures address priority needs that have not been addressed through the selected National Performance Measures (NPMs).
