List of Evidence-Based or-Informed Strategy Measures

States develop Evidence-based or –informed Strategy Measures (ESMs) to demonstrate how the Title V program tracks programmatic investments that are designed to impact the National Performance Measures (NPMs). These measures assess the impact of selected State Title V strategies and activities contained in the State Action Plan. States report on these measures annually. Once an ESM is completed, a state inactivates the measure and introduces a new measure to address a new strategy.

State-developed ESMs can be searched by individual NPM, and/or search query. Listed are the total number and names of individual states that developed an ESM for each selected NPM, the ESM title and detail sheet, and the measure’s current status (active or inactive). The list can be viewed by the active, inactive, or all ESMs that the state has developed.
