During the Title V Needs Assessment process and State Action Plan development phase, SC was very intentional about creating a plan that would address the identified priority needs and inform the selected performance measures. And we continue to identify opportunities to align our work with this plan; every committee, coalition and partnership involving Title V staff is an opportunity to highlight the State Action Plan and its measures. Along with collaboration opportunities, staff within the MCH Bureau have incorporated Title V objectives into their performance management standards to ensure their connection with Title V is understood and celebrated.
Work towards meeting our Title V objectives has also yielded room for improvement. Efforts to address ESM 1.3 Launch the Go Before You Show Campaign have proved to be futile as the agency representing this campaign no longer exist. SC recognizes early and adequate access to prenatal care is extremely important and will continue to leverage existing partnership to address this need. South Carolina would like to retire ESM 1.3 within the Women/Maternal Health Domain until a more strategic measure can be identified.
SC would also like to retire is ESM 5.2 Number of participants that complete a financial literacy curriculum among maternal and child health program settings. This work is important to bridging financial health and health outcomes, but priorities have shifted to focus on safe sleep education campaigns to address infant mortality, with Title V leading the interagency collaboration.
There are several ESMs that SC will revise to better align with agency and/or programmatic priorities and plans. One strategy that does not align with current and planned efforts to address NPM 12, the percent of pediatric providers that use telehealth to assist CYSHCN transition to adult care (ESM 12.1). The MCH CYSHCN Program plans to develop online training modules for healthcare providers and families to educate them on the importance of healthcare transition (including those with special health care needs). Another strategy that will be revised includes ESM 4.1 Conduct a SWOT analysis with lactation support professionals to strengthen statewide breastfeeding efforts. SC’s WIC Program recently completed a State Strategic Plan, and efforts are underway to identify a strategy to address NPM 4 that better aligns with WIC’s priorities.
